上桂河为正源，湘江干流在广西壮族自治区兴安县，西源上桂河自南向西流经石柱、岩门前，有三友、白石两条小河自东流入。经鳌头、大路口，穿大龙岩（长800米），又穿小龙岩（长1000米），于下牛坪岭屯以南500米处出岩洞，恢复明流。深江自左侧汇入后，进入上桂峡水库。出水库经上桂至石枧背。以上河段称上桂河或东河，亦称白石河。继续西流，有海洋河自南汇入。上桂河长69公里，较海洋河（长57.7公里）、西波江（长55.5公里）均长，故按照“河源唯远”原则，上桂河应为湘江主源。因旧时曾以海洋河为湘江主源，故海洋河汇入上桂河后，仍称海洋河。河道折向北流，经高清镇至堡里，西波江自西注入，后称湘江。续向北流，至分水塘，遇灵渠的大、小天平坝，部分河水引进灵渠的南渠，部分河水引进灵渠的北渠。余水从大小天平坝溢流泄入湘江故道。续向北流，经兴安镇东缘，折往东北，经塘市、渠口，有漠川河自东汇入。续向东北流，至界首，西北有古留河汇入。至此出县境进入全州县。境内流域面积1117.3平方公里，河长80公里，平均坡降3.6‰，平均河宽91米。
